Can anyone tell me what happened with Joe Biden and his wheelchair-bound friend?

Someone told me that Joe Biden was giving a speech or something, and his friend, who is in a wheelchair, was there. Supposedly, Joe Biden asked him to stand up for some reason, and then couldn’t understand why everyone was laughing at him. Did this really happen? I may not have all the details right; I couldn’t find anything about it online.

I am looking for a handicap accessible van for a friend who has no income to purchase one. Looking for resouce

To Whom It May Concern:

Tragedy struck my sister’s family two years ago. A train collided with her husband’s SUV while on his way home from work. Doctors gave little hope for his survival and said that if he lived he would more than likely be in a vegetative state. Miraculously he survived, with a trauamtic brain injury and spent six months in the hospital. He lost all physical ability, including all motor movements, eating and speaking. After many heartfelt prayers and a strong faith in God, Dwaine is struggling to relearn all aspects of every day functions. My sister works part time to keep abreast of bills and to keep her insurance because without it, his medicines alone would not be affordable. Dwaine requires 24 hour care with constant supervision. He needs to be worked with daily on all of his extremeties to prevent muscle contractures, and breakdown, and muscle atrophy. He requires aggresive therapy to promote relearning. He is now able to move his legs and arms and hold his head upright. When he first came home from the hospital he was much like a newborn baby, and in a lot of ways he still is, but my sister will never give up. She moves his body weight by herself, whether it is for him to do his therapy or simply moving him from bed to wheelchair. She feeds and medicates him three times a day through a feeding tube. Now Dwaine is learning to swallow and we hope one day he speaks. We know he has his long-term memory and can communicate some through pictures and hand motions. He shows all forms of emotion. My wish for my sister and her two young daughters, Savannah 9, and Serenity 2, is to somehow help in making their home life easier. Dwaine is only allowed 100 visits of homehealth therapy per year. He is able to have outpatient therapy but is very hard on Teresa because her only means of transportation is a car. Since most of her money is spent on caring for Dwaine and meeting the needs of her two children she needs help with getting a handicap equipped van. Having a van would allow Dwaine to continue therapy so that he doesn’t regress to being completely bedbound. By having a van this would also allow the family to go out and function as a family. My sister is not able to go out much because she has to pay somebody to come and stay with Dwaine. If she had a van she could take him out more and have more family functions outside of the home. Please take in to consideration this family’s needs for your help. I’m sure you have heard this many times, but they also watch your show. Thank you so much for your time.
