Mobility Management generally refers to the roaming method of cell based phone usage.

When it comes to Wifi and features like Wi-MAX, they really are just addons to the 802.11 standard. Most use a proprietary method to double tranfer speeds over wireless adaptors and routers of one brand. Many of these are not tied to standards per se and I know of none that will.
